The Online Land Availability & Allotment Portal has been envisaged by the Development Corporation Authorities namely WBIDC, WBIIDC and WBSIDC, under Government of West Bengal respectively, to utilize the benefits of Information Technology to have a Single Window System (SWS) for various processes involved in Allotment of Land in Industrial Area of West Bengal as per the requirements of BRAP 2022 for compliance under Ease-of-Doing-Business (EODB) in order to improve the Accountability, Transparency & Effectiveness in Government administration.

The Online Land Availability & Allotment Portal is a unified portal for allotment of land in Industrial Area, West Bengal and it is a statewide integrated “Anytime, Anywhere” cloud- based online system. The online system for land allotment and ensure the following features without the requirement of physical visit to the department:

1. Online Submission of application,
2. Online Payment of application fee (as applicable),
3. Track status of application, on line,
4. Online download the final signed certificate and,
5. Third party verification

The services delivered to the applicant’s would be as follows.

1. Applicant registration
2. Provision to initiate an application
3. Provision of Online Search and Application Tracking after login
4. Online Submission of application
5. Intimation of finalized fees for online payment is sent on the Applicant SMS and Email
6. Intimation of Application Status is sent on the Applicant SMS and Email
7. Issue of Possession Certificate copy and available in the dashboard of applicant for download.

To implementing Ease of Doing Business in the State, an online system for allotment of land by the Development Corporation Authorities namely WBIDC, WBIIDC and WBSIDC, under Government of West Bengal respectively, has already been designed and features in the on line system have been implemented, namely- a) Online Submission of application, b) Online Payment of application fee (as applicable), c) Track status of application, on line, d) Online download the final signed certificate and, e) Third party verification, online, in public domain, and there is no requirement of physical visit and that all applications are being processed through online mode only, through the online system for land allotment by the WBIDC, WBIIDC and WBSIDC (URL: https://landwbindustries.silpasathi.in);

That land allotment for industrial units by Development Corporation Authorities are based on rental/lease model, as applicable for various Industrial Parks under WBIDC, WBIIDC and WBSIDC respectively and a provision for the same has been given as an option to the applicant in the online system for land allotment by WBIDC, WBIIDC and WBSIDC respectively.

And that all applications for land allotment (for approvals/renewals) shall be submitted only in the online mode by the applicants through the on line system only and no offline applications shall be accepted or processed by WBIDC, WBIIDC and WBSIDC Authorities;

And that the objective criteria for evaluating on line applications for land allotment, within the Industrial Parks/Estate of State.
